This is a guarantee that serves for covering costs that are not included in your tuition fees. For example, the Student Life and Campus contribution (CVEC) which is required from every student in initial training in a higher education institution, ISU Student lounge contribution, potential visa fees that may be required for you, and damages or loss of ISU items you may be responsible for during your stay at ISU.
